NMK Annual Meeting

March 2, 2024 Minutes


Gary Stafford kicked off the meeting at 10 am.


Joyce Colmar introduced Jordan Leep from Kimley Horn, an engineering firm that has worked on projects for Dearborn Street in downtown Englewood.


Jordan said that any improvements cannot be done unless NID is created.  Jordan recommended that we have a planning phase with a geotechnical engineer to look at utility concerns, flooding, fire related issues, et al.   Asphalt, concrete and pavers are the three options for materials.  Next phase would be design and permitting.  Leep said it could take 6-8 months to do RFP and then permitting and design would be 14-18 months. 


Rick Tromble said that in his estimation the cost per person would be $22000 per person for construction.  He also commented that the drainage, curbing and lack of dust has been very positive for them.  


Several residents voiced their concern for safety and the importance of speed bumps. 


Joyce Colmar reported that Commissioner Kutzinger took a  tour of NMK and he was quite concerned and said that he is happy to advocate for the NID.  


Utilities Chair Mike Winkel reported that the Florida Power and Light has a Secure Underground program but NMK will not qualify for it

 

Mike Winkel made a motion to approve minutes from our last meeting, Stephanie Weisband seconded the motion.  Motion carried. Motion to approve Mike Winkel fidrsted, stephanie’s husband seconded.  Minutes approved from last meeting.


Ron Jezerinac gave the 175,000 in reserves and we need the money for the NID and hurricane preparedeness. 


7 homes do not pay their dues.


DeNicola wants to know why there is any dues paying homes?

Jerry made motion to approve, Hobey seconded the motion.


Committee reports


Utilities:30 million subscribers for Comcast.  65 easements to do anything, Road is such a huge detriment and said that we cannot even hire contractors.  Linda eidentified  that all decisions need to get 75%.  Stephanie wanted to know about bylaws and administrative costs and “in perpetuity.”


Mike Winkel said 1800 communities in Florida NID and we might want to get a professional district manager.  We need to review and evaluate .  Mike thinks might be less than 40k per year.  We have a small

 

We can sunset the NID after we do all the projects. 


FPL could cost $800k to bury all the power on the key.


$4k per year per resident for 10 years if we were to amortize costs on your tax bills.

Bill Coyne passed away this year and great advocate for NMK.
